Tested on Joomla v3.x.x and Joomla v4.x.x with PHP 7.4, PHP 8.0,8.1,8.2.

This plugin will create a table of every MP3 in a specified folder. It displays the ID3 information of each track with a link to download or play the file in the browser. 

In the image below. Just to the right of the little speaker is a pop up menu. Just use your left mouse button and you will see two popup menus. A Playback Speed and a Download option.
Go to the Demo Site and test this out.

I added a button in the Article Menu. Just one click and add your MP3's folder:

To download the music...just put your mouse pointer over the three dots just right of the speaker. Click on the left mouse button over the three dots and a menu will popup.
